Dr. Charles L. Stuppard, Captain, US Navy (ret.)

Dr. Stuppard is the Founder and Chief Executive Officer of CLS Consulting & Leadership Services, LLC. Prior to that, he was General Manager of Canopy Defense in Boston and Chief Operating Officer of the Constellation Blue Group in Washington, DC. He served as Vice President for Maintenance, Training, and Operations at AECOM in the Middle East. He graduated from Cornell University with a degree in Mechanical and Aerospace Engineering. He holds a Master’s Degree in National Security and Strategic Studies from the US Naval War College and a Ph.D. with a focus on Leadership from Salve Regina University.

After a few years working as an Aerospace Design Engineer,

Dr. Stuppard spent thirty years of distinguished military service in the US Navy and retired as a Navy Captain. He served on several seagoing vessels and commanded the famous USS ARLEIGH BURKE (DDG 51), the first of an entire class of the most technologically advanced warships in the history of naval warfare. He deployed to the Mediterranean Sea as US Surface Strike Group Commander. He commanded the First Joint Army and Navy Expeditionary Base and led two special commands in the Middle East during the global war on terrorism. He taught leadership at the Navy’s premiere and only Command Leadership School for all senior naval officers going to commands. He was serving on the Joint Staff in the Pentagon on 9/11. He retired from the military as a faculty member at the US Naval War College teaching strategic leadership at the Master’s level to senior international and US military officers, as well as senior civilian members of various agencies of the US government.


Dr. Stuppard serves as Vice Chair of the Cornell University Council, as Cornell Class Co-President, and as board member of Cornell Engineering Alumni Association.
He is an appointed board member by the Virginia Beach City Council to the Military Economic Development Advisory Committee. He also serves on the board of Community Work Services, Boston, MA.
